ERPS workshop

The International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA) is holding a workshop on Enhanced Radar Positioning System (ERPS) to be held virtually from 29th November to 1st December 2021 virtually using the MS Teams. The schedule of the event will be published in the technical program.

ERPS is a system that requires standardization for it to become useful and interoperable. The purpose of the workshop is to identify required standards and key organizations and to invite those organizations to include ERPS standards on their agendas.

BACKGROUND

The use of GNSS for Position, Navigation & Time has become universal yet it is vulnerable by definition of its weak signals and ease of intentional or unintentional jamming or spoofing.

ERPS is a technology, proven in trials, which uses an enhanced radar & enhanced racon to provide a vessel with position which is independent of GNSS and offers the mariner a resilient alternative to compliment the GNSS already in use.  

TOPICS

The workshop will consider the ERPS technology and which other international bodies will be involved in its development. Areas for consideration include:

  • Introduction to ERPS
  • Need for resilient PNT systems
  • ERPS as a resilient system
  • Proof of concept testbed
  • Problems to overcome
  • Need for standardisation and what to standardise
  • Which organisations need to be involved
  • Over the Air protocol
  • Radar operational standards
  • Racon operational standards
  • Portrayal
  • An initial roadmap for progression

OBJECTIVE

ERPS is a system that requires standardization for it to become useful and interoperable. The purpose of the workshop is to identify required standards and key organizations and to invite those organizations to include ERPS standards on their agendas. The workshop is intended to provide a forum for discussion between stakeholder groups including IALA members, IMO, IHO, CIRM, ETSI, ITU among others. Output will include the following documents:

  • Draft outlines for each standard identified during the workshop.
  • Draft liaison notes (from IALA) to each organization that has been identified for each of the proposed standards, requesting the draft standards be added to their agendas.
  • Proposed road map and timeline.
  • Report.

All documents will become input to the following IALA ENG Committee meeting.

PROCESS

Over three days of virtual 3 hour sessions the workshop will consist of a brief introduction to the ERPS concept and state of the art covered from a range of expert speakers. Following the presentations, working groups will be established to examine and discuss outlines for draft standards, organisations included in the process of standardisation, liaison notes to these organisations and setting up a roadmap.

ATTENDEES, REGISTRATION AND FEE

The workshop will provide a forum for discussion between different stakeholders which may include IALA national, industrial and associate members and sister organisations with an interest in standardisation bodies. Other interested stakeholders and those with expertise in resilient PNT are encouraged to attend.

The participation to the technical presentations and working groups sessions as well as getting access to the supporting documentation is free of charge.
